SteadyCam

If you don't want to pony up $.99 to get Night Camera, you might want to pick up SteadyCam [iTunes link] while it's free.

The big feature about both apps is that it will take a picture when your hand is steady, therefore more suitable for pictures in low light situations.
SteadyCam would have been a serious competitor before Night Camera made a couple of updates. SteadyCam operates on a delay only, while Night Camera can set your delay and sensitivity. Night Camera also has an auto shutter as well as a preview.
However, if you don't have Night Camera and can get SteadyCam for free, I'd say go for it. SteadyCam is free for the first 3,000 downloads.
